Sorry I didn't get back to you on this. I checked and you only have to remove the four small bolts to remove the balancer.

The head is fine, not cracked or warped, just needs new valve guides.
The crank just needs to be ground to .10 over.
He says he can't be completely sure until he takes out the old sleeves, but it looks like the block deck was resurfaced at an angle, and that is what was causing the original owners problems.
The oil pump is not putting out full pressure, so it need to be replaced.
Need new liners, pistons and bearings of course, plus the gasket set and everything else needed for an overhaul...
Machine shop costs are going to be $500 wish, ouch!
